Allegheny Housing Development Fund (AHDF)

The Allegheny Housing Development Fund is available to nonprofit and for-profit housing developers for the construction or renovation of affordable housing.


Community Development Block Grants (CDBG)

Community Development Block Grants (CDBG) are available for eligible economic development, municipal public improvements, housing and human services projects and programs.
CDBG projects are funded by the U. S. Department of Housing & Urban Development (HUD).


The Industrial Development Authority (IDA)

The Industrial Development Authority (IDA) is part of the Finance and Development Commission (FDC).  It issues tax-exempt obligations on behalf of small manufacturing companies, developers, and 501(c)3 nonprofit organizations including, but not limited to, libraries, museums and charter schools.


Residential Finance Authority (RFA)

The Residential Finance Authority is part of the Finance and Development Commission (FDC).  It issues obligations on behalf of certain developers for the financing and/or refinancing of costs incurred for the acquisition, new construction, rehabilitation, renovation or improvement of a project. Eligible projects may include certain multi-family dwellings, and nursing and personal care homes.


Small Business Loan Programs

The Small Business Loan Programs promote the establishment and expansion of new and existing small businesses, by providing low interest financing for land development, building improvements, machinery and equipment acquisition, and infrastructure development.


MWDBE Contractor Working Capital Loan Program

The MWDBE Contractor Working Capital Loan Program (WCLP) is designed to provide accounts receivable financing for small contractors executing public agency contracts in Allegheny County. The WCLP provides market-rate gap financing to small contractors based on the WCLP applicant’s need to finance working capital for their public agency contracts.


The Allegheny Target Industry Loan Program

The Target Industry Loan Program provides low interest financing for real estate acquisition and development, machinery and equipment, and infrastructure development for Targeted Growth Cluster industries located in, or seeking relocation to, Allegheny County.
